  החזרת קהילות הרועים הפלסטיניים לשטחי C

  מאז השבת השחורה של 7 באוקטובר 2023, אנו, אנו, אזרחי ואזרחיות ישראל, יהודים, ארגונים ופעילי זכויות אדם בשטחים, עדים לעלייה חדה בהפרת זכויות האדם של פלסטינים בשטחים הכבושים, לרבות פיגועי טרור, אלימות, והפחדות מצד מתנחלים יהודים, חמושים בנשק ולעיתים לבושים במדי צבא. הצבא, שהוא הריבון הרשמי בשטחים הכבושים, לא רק שנמנע מלהגן על הפלסטינים ואינו משתלט על אלימות המתנחלים, אלא לעיתים קרובות משתף פעולה ואף מבצע פעולות לא חוקיות כנגד האוכלוסיה הפלסטינית כגון: הריסות, מניעת מים, מניעת פרנסה, מניעת גישה לאדמותיהם החקלאיות, לשטחי מרעה לעדרים או למסיק זיתים. כתוצאה מכך, חלה האצה ניכרת בגירוש / בריחת קהילות הרועים והחקלאים הפלסטינים מאדמותיהם בשטחי C, בעיקר בביקעת הירדן, אזור בנימין / רכס ההר ודרום הר חברון. במהלך השבועות האחרונים, עשרות קהילות רועים וחקלאים פלסטינים בשטחים הכבושים סבלו מהתקפות אלימות עד שנאלצו לעזוב את בתיהם, שטחי המחיה שלהם, את מקורות פרנסתם, והפכו לפליטים על אדמתם. על פי דו"ח OCHA (משרד האו"ם לתיאום עניינים הומניטריים) שעודכן ב-24 בנובמבר 2023, לפחות 15 קהילות רועים פלסטינים, כולל מאות ילדים, נאלצו מאז ה-7 באוקטובר להימלט מאדמתם, בשל טרור ואלימות מתנחלים והטרדות של כוחות הבטחון (צה"ל ומשטרה). יותר מעשרים קהילות נוספות נמצאות כעת תחת איום ישיר בגירוש. בזמן שישראל נמצאת במלחמה נגד חמאס ברצועת עזה ונגד חיזבאללה בצפון, המתנחלים בגדה המערבית, בעידוד הממשלה הימנית קיצונית, מנצלים את המצב כדי לבצע פשעים נגד האנושות. פעילי זכויות אדם הנמצאים בשטח (עמק הירדן, אזור בנימין/רכס ההר ודרום הר חברון) צופים ומתעדים התקפות אלימות מדי יום של מתנחלים, השואפים לטהר את שטח C מפלסטינים כחלק מתוכנית גיאו-פוליטית משיחית רחבה יותר, מה שמערער את היציבות ומאיים להצית חזית נוספת בשטחים הכבושים. כיהודים, השותפים לזיכרון הקולקטיבי של גלות, גירוש ורדיפות על רקע אתני, אנו רואים לנכון להבטיח שמעשים מסוג זה לא יחזרו לעולם, כנגד שום מיעוט או אוכלוסיה, ובוודאי שלא בשמנו. אנו קוראים בדחיפות לקהילה הבינלאומית להתערב ולדרוש מהממשלה הנבחרת בישראל לקיים את מחויבותה כלפי האוכלוסיה הכבושה על פי החוק הבינלאומי, לאכוף את הסדר בשטחים הכבושים, לשים קץ לאלימות המתנחלים, ולאפשר את חזרת קהילות הרועים המגורשות בביטחה לאדמותיהן, תוך שמירה מתמדת על זכויות הקיום, הפרנסה והכבוד של אוכלוסיה זו. אי נקיטת צעדים משמעותיים כנגד תהליכים אלו, מסכנת מאוד את האפשרות העתידית של היתכנות פתרון מדיני כלשהו לסכסוך בין ישראל לפלסטינים. מסתכלים לכיבוש בעיניים כל אזרחיה קול אחר מחסום ווטש פסיכואקטיב אמהות רעך כמוך אמנסטי ישראל במקום- מתכננים למען זכויות תכנון פעילי.ות בקעת הירדן קול רבני לזכויות אדם PWG- policy working group אקדמיה לשוויון עו"סים שלום פורום דו קיום בנגב יש גבול

  Return the Palestinian shepherd communities to their land in C area

  Since the Black Sabbath of October 7, 2023, we, the citizens of Israel, Jews, organizations and human rights activists in the territories, have witnessed a sharp increase in the violation of the human rights of Palestinians in the occupied territories, including terrorist attacks, violence, and intimidation by Jewish settlers, armed with weapons and sometimes dressed in military uniform. The army, which is the official sovereign in the occupied territories, not only refrains from protecting the Palestinians and does not control the violence of the settlers, but often cooperates and even carries out illegal actions against the Palestinian population such as: demolitions, withholding water, denying livelihood, denying access to their agricultural lands, grazing areas to herds or to harvest olives. As a result, there has been a considerable acceleration in the expulsion/flight of the Palestinian shepherd communities and farmers from their lands in areas C, mainly in the Jordan Valley, the Binyamin area and the South Hebron Hills. During the last few weeks, dozens of communities of Palestinian herders and farmers in the occupied territories suffered violent attacks until they were forced to leave their homes, their living areas, their sources of livelihood, and became refugees on their land. According to the OCHA (United Nations Office for the Coordination of Humanitarian Affairs) report updated on November 24, 2023, at least 15 Palestinian pastoral communities, including hundreds of children, have been forced to flee their land since October 7, due to terrorism and settler violence and harassment by the security forces ( IDF and police). More than twenty additional communities are now under direct threat of deportation. While Israel is at war against Hamas in the Gaza Strip and against Hezbollah in the north, the settlers in the Occupied Territories, with the encouragement of the extreme right-wing government, are taking advantage of the situation to commit crimes against humanity. Human rights activists in the C area observe and document daily violent attacks by settlers, who aim to cleanse Area C of Palestinians as part of a wider messianic geopolitical plan, which destabilizes and threatens to ignite another front in the occupied territories. As Jews, who share in the collective memory of exile, expulsion and persecution on ethnic grounds, we consider it appropriate to ensure that acts of this type never return, against any minority or population, and certainly not in our name. While Israel is at war against Hamas in the Gaza Strip and against Hezbollah in the north, the settlers in the Occupied Territories, with the encouragement of the extreme right-wing government, are taking advantage of the situation to commit crimes against humanity. Human rights activists in the C area observe and document daily violent attacks by settlers, who aim to cleanse Area C of Palestinians as part of a wider messianic geopolitical plan, which destabilizes and threatens to ignite another front in the occupied territories. As Jews, who share in the collective memory of exile, expulsion and persecution on ethnic grounds, we consider it appropriate to ensure that acts of this type never return, against any minority or population, and certainly not in our name. We urgently call on the international community to intervene and demand that the elected government in Israel uphold its commitment to the occupied population according to international law, enforce order in the occupied territories, put an end to settler violence, and enable the safe return of the deported shepherd communities to their lands, while constantly safeguarding the rights to existence, livelihood and dignity of this population. Failure to take significant steps against these processes greatly endangers the future possibility of any political solution to the conflict between Israel and the Palestinians.   إعادة مجتمعات الرعاة الفلسطينيين إلى مناطق C

  منذ يوم السبت الأسود في 7 أكتوبر ونحن، مواطنون ومواطنات إسرائيليون\ات يهود، منظمات وناشطون حقوقيون نلاخظ زيادة حادة في انتهاك حقوق الفلسطينيين في الأراضي المحتلة، ما يشمل الهجمات الإرهابية، العنف والترهيب من قبل مستوطنين يهود مسلحين ومرتدين الزي العسكري أحيانًا. الجيش، وهو صاحب السيادة رسميًا في الأراضي المحتلة لا يمتنع عن حماية الفلسطينيين ولا يسيطر على عنف المستوطنين، بل حتى أنه كثيرًا ما يتعاون مع المستوطنين أو ينفذ أعمالًا غير قانونية ضد الفلسطينيين: هدم البيوت، قطع المياه عن السكّان، إبعادهم عن مصدر رزقهم، منعهم عن الوصول لأراضيهم الزراعية أو مناطق رعي القطعان أو كروم الزيتون. نلاحظ ارتفاعًا كبيرًا جراء ذلك في تهجير \ هرب مجتمعات الرعاة والمزارعين الفلسطينيين من أراضيهم في منطقة C، خاصة في وادي الأردن، منطقة بنيامين \ جبال وجنوب الخليل. عانت العشرات من مجتمعات الرعاة والمزارعين الفلسطينيين مؤخرًا من مهاجمات عدوانية أدّت بها لترك بيوتها، حيث مصدر رزقها، لتصبح لاجئة في وطنها. بحسب تقرير OCHA (مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية) الذي تم تحديثه يوم 24\11\2023، اضطرت 15 من مجتمعات الرعاة الفلسطينيين، ومئات من أطفالها، الهرب من أراضيها جراء إرهاب المستوطنين ومضايقات أجهزة الأمن (الجيش والشرطة). أكثر من عشرين مجتمع رعاة أخرى تعيش تحت التهديد بالترحيل اليوم. يستغل المستوطنون في الضفة الغربية (بتشجيع من الحكومة اليمينية المتطرفة) انشغال إسرائيل بمحاربة حماس في قطاع غزة وحزب الله في الشمال لارتكاب جرائم ضد الإنسانية. نشطاء حقوق الإنسان في المنطقة (وادي الأردن، منطقة بنيامين\جبل وجنوب جبل الخليل) يراقبون ويوثقون هجمات المستوطنين اليومية على الفلسطينيين في المنطقة C التي تزعزع الاستقرار وتهدد بافتتاح جبهة حرب أخرى في الأراضي المحتلة. باعتبارنا يهودًا نتشارك بذاكرة جماعية بالنفي والتهجير والاضطهاد على أسس عرقية، نرى أن من واجبنا ضمان عدم تكرار مثل هذه الأعمال، ضد أي أقلية أو مجموعة سكانية، وليس باسمنا بالطبع. ننادي بتدخل عاجل من المجتمع الدولي ومطالبة الحكومة الإسرائيلية القيام بالتزاماتها تجاه السكان القابعين تحت الاحتلال وفقًا للقانون الدولي، وفرض النظام في الأراضي المحتلة، ووضع حد لعنف المستوطنين، وتمكين عودة آمنة لمجتمع الرعاة الفلسطينيين إلى أراضيهم بأمان، مع الحفاظ على حقوقهم بكسب الرزق والعيش بكرامة. عدم اتخاذ خطوات واضحة ضد هذه العمليات يعيق التوصل إلى أي حل سياسي بين إسرائيل والفلسطينيين. ننظر للاحتلال بأعيننا جميع مواطنيها صوت آخر حاجز واتش سايكو-أكتيف أمهات صديقك مثلك أمنستي إسرائيل بمكوم - مخططات من أجل الحق بالتخطيط ناشطو\ات وادي الأردن حاخامات من أجل حقوق الإنسان PWG - policy working group أكاديميون من أجل المساواة عاملون للسلام مؤتمر التعايش في النقب يش جفول
